#6050: Excludenodes warning message

Background: I had/have configured my torrc to exclude various nodes. (Did
this as I started seeing some nodes like 'nixnix' that seemed liked they
might be NSA - IP address coming from Utah as in massive-NSA-base-Utah??
and found this a bit creepy) Anyway instead of writing "Excludenodes" once
and then the long list, I wrote the command several times for different
stuff, i.e. USA, some IP's, some other IP's - noticed the log say all
nodes ignored but the last one, something like that so I changed it to
just one "Excludenodes" with everything separated by commas and since
doing that I've noticed a lot more nodes connect. I just found that odd
because according to that log message a lot of my exclusions were being
 ignored.

Rambling a bit here but basically I think the "Excludenodes" works
multiple times, contrary to what the 'warning' says, because it did seem
to be blocking nodes that way and since I changed it to the command just
written once with all the exclusions separated by commas I'm seeing a lot
more nodes connected so it seems to me like this is a faulty message and
it does not ignore the other "Excludenodes". If you follow my point at
 all!
