Comment:

 This ticket is related to metrics to measure the safety of the Tor
 network, too.

 I'm also making good progress on it.  The code is implemented and tested,
 but it might still be too slow for deployment.  Hoping to fix that this
 week.  Once Onionoo has the data, Atlas needs to graph it.
