 Not necessarily.  You could leave the design decision open by allowing
 transport information in both server and extra-info descriptors.  BridgeDB
 could support both designs, and the transport developers could decide
 whether clients should be able to learn about their transport from other
 transports or via BridgeDB only.

 We still need to discuss how to sanitize bridge descriptors with pluggable
 transport lines.  I'm going to open a new ticket for that.
