 We should consider extending the search URLs to country codes. This isn't
 trivial to implement, because we'd have to look at all details documents
 in order to know which relay summaries/details/bandwidth documents to
 return. Maybe we'd need to cache this information in the servlet. Also
 requires a protocol change, e.g., new URLs like /summary/search-
 details/:searchterm which may look at other fields in details documents as
 well.
