 proxy information is changed: options_transition_affects_descriptor might
 be a good place to do that.

 But the bridge authority should reject a new descriptor if nothing in the
 descriptor itself has changed significantly enough.  (The bridge authority
 will decide whether to accept or reject a new descriptor before it has
 seen the extra-info document.)
