 Looks good and correct, for what it is intended to do.

 I think we shouldn't merge that patch until we've decided how to block
 exit attempts to that netblock, though -- otherwise, users will be able to
 run working relays/exits which will allow connections to LAN IP addresses,
 which is very bad for their security.
