 The nuance here is that whatever is in release state, and agreed to go
 into TBB, is what is included in TBB. If there is a new version of vidalia
 with 100% Arabic translation that is safe to ship to a million people,
 then it should be included in TBB. We're not yet ready to build custom
 TBB's for people.
