Comment:

 Ugh, yeah. These should all be unified into one pref file. Better still,
 we should figure out how to build them all into browser defaults (#3944).

 Your accidental differences look correct. I will need to take a closer
 look for the second set. Can you push a branch somewhere so I can edit
 them?
