 I never disbelieved this was happening, I only stated that the symptoms
 were unclear. What I still don't understand is why an idle-but-still-
 connected client would actually be attempting to build tens of thousands
 of circuits and fail at all of them for seemingly no reason. That makes me
 think the code I added and the log message here only made another bug
 visible, and is not the actual cause of the issue...
