Comment(by peer):

 An outdated TBB might be insecure and should result in a warning. The user
 could encounter security issues that have been fixed and documented (a
 risk) and should update the browser (an action). A blinking warning icon
 might be good for grabbing the user's attention.

 Arrow variations could be confusing as they could suggest that an
 automated update is in progress or is downloading when user intervention
 is needed.
