Comment:

 I spent some time looking into EWMA, and I think it's just going to add
 more crazy things to tune here. Perhaps keeping it simple just by
 switching to floats is the best way for now, esp given that I've also
 discovered I need to solve #3443, #7341, and #7440 in order to improve
 this log message's frequency and information.
