Comment:

 Agreed.  But I think this problem is not specific to research.tpo and/or
 metrics.tpo, and it's not up to those two sites in particular to fix it.
 What we need instead is either a *.tpo-wide navigation bar, or at least
 guidelines for navigation on/between those sites.
