Comment:

 The focus of Compass is to analyze the Tor network for relay diversity.
 Exit and Guard are the most important flags for that.  Adding more flags
 would make Compass more Atlas-like, but I'm deferring to #6682 for that.
 Adding symbols instead of the flag name isn't that important if we only
 have two flags.

 But you bring up an important point.  Relays with the Exit ''and'' the
 BadExit flag have their exit probability set to 0.0000% by Onionoo,
 because clients wouldn't pick them.  But we still list them as having the
 Exit flag.  We shouldn't.  Sathya, please find
