 My relays see these messages:

 Aug 20 19:39:27.000 [notice] pathbias_count_first_hop(): Bug: Unopened
 circuit has no known guard. Circuit is a Testing circuit currently doing
 handshakes.
 Aug 20 19:39:28.000 [notice] pathbias_count_success(): Bug: Completed
 circuit has no known guard. Circuit is a Testing circuit currently open.

 From choose_good_entry_server(), it looks like testing circuits never use
 your guard nodes. I pushed an explicit check for them to
 mikeperry/bug6475-noguards.
