 Pre-2.2.37-2 had theming issues (#4795)
 I'd guess that the user has extracted over the previous install and is now
 in a sort of limbo.
 Recommend re-downloading and extracting to a new, clean folder to see if
 the issue persists and report back.
 For the record, I cannot reproduce this on x86_64 with the default setup
 (even with the menu bar enabled.)
