Comment:

 This has to do with Vidalia loading the router list, and how it is
 scheduling inside. A lot of work has been done in the alpha branch to
 improve this, but I also added a check in the router loading code to
 improve this issue.

 The fix is in my branch chiiph/bug6482-3_loadnetwork. It has been merged
 and it will be out with 0.2.21.
