For each Tor node we can track CPU utilization, memory, and input/output
bytes (though I may have to clean up some loose ends in
[https://github.com/shadow/shadow/issues/40 this Shadow ticket]). I
believe this will allow us to address your concerns, but I am not sure
what you mean by latency.
I'd have to do additional experiments with this feature turned on for the
relays. Is it same to assume this is desired?
