New description:

 Some time in October we'll need a list of tasks to propose for sponsor F
 year 3.  One of the main goals is to be able to carry out a live VoIP
 conversation over Tor (whether we mean the public Tor network or a private
 one is up for debate).  Plus, we have to keep doing everything.

 As opposed to last year, we should start the list early and collect input
 from everyone.  This ticket is for keeping track of creating and
 discussing the list.  We should have the list ready by '''October 1,
 2012'''.  We should agree on earlier milestones than that to have everyone
 review what we have by then.

 Every task that we might want to propose to sponsor F should be assigned
 to the milestone "Sponsor Z: March 1, 2013" or "Sponsor Z: November 1,
 2013".  The idea is that the first year 3 deadline will probably be in
 March 2013 and the second in November 2013.  If a project gets picked
 we'll assign it to new "Sponsor F: *, 2013" milestones.  If a project
 doesn't get picked, we can still work on it as a sponsor Z deliverable or
 re-assign it to another sponsor milestone.
