 I have included a branch that modifies slightly the resetting of network
 connection speed.

 Tor normally increases the CircuitbBuildTimeout by doubling the longest
 build time.
 After some testing this seemed overly aggressive.

 What is more important it seems is to set a CircuitBuildTime that allows
 for the natural ping time of the network. As mentioned above.
