Comment:

 I think this should be relatively easy to implement, with the one
 exception that we should only count failures while a functional ORConn
 exists to the guard/bridge, or perhaps only if the first hop succeeds (to
 avoid counting during network downtime).

 I'm going to give it a shot next month and see what happens.
