Comment:

 This is bad for users who can't use your relay since it can't keep up
 with the circuit creation requests.

 Try settting MaxAdvertisedBandwidth to something lower, as suggested in
 the log message.

 (If you're on BSD, take a look at #4345 and see if that applies to you.)
