 dom.network.enabled is for
 https://developer.mozilla.org/en/DOM/window.navigator.connection. Please
 document it with a comment in prefs.js so we don't scratch our heads
 later. It's a fingerprinting issue for mobile. Unclear what it means in
 the desktop. Probably nothing at this point, but eventually it is supposed
 to.
