 For me, the link itself is indeed broken, so it's not bug 3190 I suppose.

 But I've just tried the link in a clean browser profile, and in fact it
 works there.

 However, it is certainly the case that if I disable HTTPS-Everywhere in my
 original profile, the link also works. Disabling any other extension has
 no effect. Any ideas how I can fix this?
