Comment:

 I think this is very likely to be the same issue as these two:

 https://trac.torproject.org/projects/tor/ticket/3190
 https://trac.torproject.org/projects/tor/ticket/1574

 StumbleUpon would need to implement the RequestPolicy workaround before we
 could ever reenable the StumbleUpon ruleset.
