 FYI, this document is going to be a merge of the ideas from
 https://blog.torproject.org/blog/improving-private-browsing-modes-do-not-
 track-vs-real-privacy-design and
 https://www.torproject.org/torbutton/en/design/#adversary and will include
 an explanation of where and how design goals deviate from current
 implementation status. I expect the deviations to be mostly minor.
