Comment(by rpw):

 My brain is a very leaky bucket. The error message of course was: "The
 proxy server is refusing connections" and not "Connection refused".

 Also, for completeness a step 3.5) Wait until Vidalia shows "Connected to
 the Tor network!" should be added.
