 using Microsoft's built-in signing tools. I have unfortunately forgotten
 the details of that discussion, but this ticket will serve as a place to
 dump any details we rediscover.

 From what I remember we decided that we wouldn't bother, as the UI in
 windows isn't significantly different whether you have signed the package
 or not, and we'd rather spend the extortion fee elsehow.
