 Okay, this is tricky stuff.  The code *looks* ok to me, so here's what I
 think we should do.

 First off, we should rebase this onto maint-0.2.2.  Also, I think DEFAULT
 should get renamed to "STARTING" or "INITIAL" or something.

 Second, we should review it again, to make sure there are no remaining
 checks for LIVE/DORMANT that shouldn't be extended to allow "DEFAULT".

 Third, we should merge it into master, and try it out in 0.2.3.x for at
 least one or two relases.  If that works out, we should merge it into
 maint-0.2.2 as well.

 Does that sound plausible?
