 It appears that the bootstrap process got stuck when it noticed that I had
 reach my specified monthly bandwidth limit.  It's been at 85% for about a
 half-hour now.

 Oct 27 23:19:49.213 [notice] We now have enough directory information to
 build circuits.
 Oct 27 23:19:49.213 [notice] Bootstrapped 80%: Connecting to the Tor
 network.
 Oct 27 23:19:50.251 [notice] Bandwidth soft limit reached; commencing
 hibernation. No new conncetions will be accepted

 connections.
 Oct 27 23:19:50.478 [notice] Bootstrapped 85%: Finishing handshake with
 first hop.
