Comment(by karsten):

 The consensus-health checker now downloads the consensus from all
 authorities and warns if any of them are more than 1 hour old.

 Now that I re-read this bug report, I realize that it still doesn't check
 whether a consensus has enough signatures on it.  I'll look into that
 next.
