 In the attached patch, the AddonManager asynchronous call is replaced by
 resolving of URL "chrome://https-everywhere/content/rules/" to get the
 ruleset dir, which works for both cases - addon installed in profile
 directory and global install (/usr/share/mozilla/...).

 Since the there is no asynchronous step in initialization, the race
 condition does not occur.

 Tested on FF 3.6.23 and 7.0.1 (Linux).
