 I decided to declare the user manual final (or "final for now"), converted
 the .text to .pot and added it to Transifex:
 https://www.transifex.net/projects/p/torproject/resource/1-tsum-pot/

 Now we just need to (1) find a place for it on https://torproject.org/,
 and (2) make GetTor send it out to users automatically.
