 This is all a bit sad. b4bd836f46549b6 (the #4217 fix) broke this again.
 The problem is that we don't parse accounting stuff and set it up until
 we've dropped permissions (we currently do it in options_act(), and we
 open listeners in options_act_reversible() which gets called before
 options_act(). We will definitely need to change this order, otherwise we
 will always have situations where we open ports needlessly. Once we have
 that order changed we can keep b4bd836f46549b6, and revert all the stuff
 we did for this bug so far. bleh.
