 The randomized SOCKS port causes Torbutton to keep thinking that it has
 been started in a disabled state at startup because of the port number
 change. For whatever reason, in my infinite wisdom I neglected to add the
 TBB version check to this codepath, because "Why would TBB ever have
 Torbutton disabled at startup?"

 *sigh*.
