Comment:

 Actually, this is so hard after all: openssl 1.0.0 can be made to support
 both AES_ and EVP_ backends with its splufty counter-mode implementation,
 for a 7% speedup over our previous thing.  Closing this as a duplicate of
 #4526 , since that one actually has code pending review.
