 We should write a specification document for obfs2, our first pluggable
 transport protocol.  We need this specification for the "testing" part of
 the sponsor G milestone on December 31, 2011 where we're supposed to argue
 why obfs2 can defeat some censorship attempts.  George says the obfs2
 specification document is written by now.

 This document will be part of the December 31, 2011 milestone for sponsor
 G.
