 -multiple-orports.txt Proposal 186] describes how bridges and relays can
 advertise multiple address/port combinations for their ORPort.  We need
 that as a prerequisite for implementing IPv6 in Tor.

 This ticket is about writing the proposal, not about implementing it.  I'm
 adding this ticket to the December milestone of sponsor G, so that we
 remember this proposal is one of the deliverables.
