 Renaming this ticket to reflect what will actually be done in the scope of
 "bridges on ipv6" (#3563).

 This work is based on the implementation of proposal 186 (former 118),
 #3785, where a second address tor_addr_t ipv6_addr (and corresponding
 port) was added to routerinfo_t.
