 So scanner #1 is still not producing.  Mike and I have tried some various
 fun stuff in order to make it finish, such as

 - reducing the size of the slice for scanner 1 from 12 to 6 percent
 - lowering the timeout value from half an hour to five minutes
 - reducing the size of the fetched file from 8M to 4M for the top 5% and
 from 4M to 2M for the next 5%

 Too early to tell if it works.  Still none of the scanners has finished.
