Comment:

 This ended up taking about twice as long as expected, but I implemented a
 slough of extra stuff along the way, including filtering and network
 change detection. We basically just need a service to query for ASN
 numbers, and a UI to ask users to opt-in to deploy it. Those will be
 separate tickets (and hopefully won't be my job :).
