 Section 1.4 of rend-spec.txt (now in the torspec repo) specifies which
 relays are chosen to store a hidden service descriptor so vaguely that the
 description is useless.

 That section also contains a completely bogus sentence:  "A participant
 only trusts its own routing list and never learns about routing
 information from other parties."

 This section of the rendezvous spec should be corrected.
