 I wonder whether this ought to use MTBF or WFU instead of mere uptime.
 WFU seems a little better: we want a node that will "probably be up and
 reachable", not "one that _has_ been up a long time."

 But merging a fix here seems like a basically good idea.  The DoS attack
 in question would take a bit of doing to mount (it's not just a matter of
 "announce a high uptime" but also "predict the future location in the ring
 of a hidden service you don't like, get yourself put close to it in the
 ring during that time, and run a set of nodes that are at a bare minimum
 Running and Valid with proper identity keys."  Nonetheless, let's not
 leave the window open too long.

 This approach will require a change to section 3.3 of dir-spec.txt, which
 was apparently incorrect before.
