Comment:

 Setting priority to major, because other tasks depend on a good Torperf
 data format that includes CBT details, circuits that didn't have streams,
 and Torperf attempts that were aborted by the timeout script.

 Mike, FYI, my estimation was that this takes 4 points rather than 2.
