 When the `BUILDTIMEOUT_SET` control-port event was added in 0.2.2.9-alpha,
 it was not added to the list returned by `GETINFO events/names`.  The
 `SIGNAL` event was also not added to that list.

 On 0.2.2.x, we should just add `BUILDTIMEOUT_SET` to the list, but on
 0.2.3.x, we should replace the chained if-else statement in
 `handle_control_setevents` with an array that `getinfo_helper_misc` can
 also use.
