 There's actually a very valid reason for users of Vidalia to set this. Let
 me quote the Vidalia network settings help:
   My ISP blocks connections to the Tor network: [...] Even if you do not
 know any bridge relay addresses, checking this checkbox may still be
 helpful. Tor will encrypt its directory requests [...]
 Sure, it is only relevant for clients using Tor <0.2.0.22-rc, since
 TunnelDirConns and PreferTunneledDirConns are set to 1 by default from
 that Tor version and on. But for users who actually read the help I would
 expect some of them to set "My ISP blocks..." but add no bridges.
