 Sure, but if Tor ignores the UseBridges=1 and no bridges case, then it
 isn't a problem.

 Depends on what you mean by "now". I think that current Vidalias (0.2.12
 and 0.3.0) set it to 1 regardless of the amount of bridges.
 I agree it isn't the most consistent thing to have UseBridges 1 and no
 bridges and Tor running like nothing happened.
