 I don't particularly care for UseBridges being a tri-state, that was
 nickm's suggestion since he and Sebastian agreed that the old UseBridges
 option was of questionable value. Tails just needs something that makes
 Tor not connecting to the public Tor network while waiting for bridges to
 be configured through Vidalia. If that's done with a new option instead of
 UseBridges (which was what I originally asked for) that would solve
 everything.
