 page of check will probably be using an unrecommended browser
 configuration.

 Good idea. That said, we should give people a little while with the
 updated version out before we switch the default background.

 Also, we will want to think twice about the situation where the user types
 in check.torproject.org because she finds some instructions on the web to
 do so, and it tells her to upgrade, when she's actually using the newest
 TBB but she didn't append the ReportVersions param to the url she typed
 in.
