 Actually the distributed bandwidth estimation is called EigenSpeed:
 http://www.usenix.org/event/iptps09/tech/full_papers/snader/snader.pdf

 We also need to be careful about both not using this cap when there are
 *no* measured values, and make sure that the bandwidth authorities do not
 have special code to deal with unmeasured relays already.
