 No specific deadlines. So "do one now, using whatever data you like, and
 plan to do something more thorough some time in the future" would be a
 fine plan.

 (Among other motivations, I want to be able to say something like "the
 bottom 30% of the relays are a tiny fraction of the overall bandwidth".)
